Problems to be solved (justification of the need of the transnational cooperation):

There are already a lot of activities for offenders in Belgian prisons to support the labour reintegration of convicts. Depending on the prison, inmates can follow educational and professional training programmes, get vocational training and professional guidance to find a job after their release. Some of them can also get limited working experience within the prison walls. However, all these initiatives are rather fragmented in time and offered by different organisations that are active within the prison. Not all of them focus on the personal development of the ex-offenders and a lot  of the efforts are not systematically integrated in the professional development  process of the (ex-)offenders.  Moreover, the development process of most (ex-) offenders should be placed in a larger guidance context which also includes mental, social and psychological aspects.

Objectives to be achieved: A closer collaboration between all services and organisations working with (ex-) offenders, specifically for imprisoned persons during their imprisonment as well as after their release from prison. This should lead to a more inclusive approach in the guidance for ex-offenders and enhance their success rate to reintegrate in a professional and social environment. The central tool in this process should be a personal development programme of which the ex-offender is the (mental) owner throughout the process.
Main transnational activities (as provisionally planned, to be confirmed with partners): We want to get in contact with transnational partners that offer guidance to (ex-) offenders and have developed multi professional and multi-disciplinary strategies to give a focussed and inclusive guidance to the final beneficiaries. We want to exchange their knowledge and develop an enhanced guidance concept to achieve an inclusive method of personal development for ex- offenders.  We would like to test this developed concept simultaneously with our transnational partners in at least four Flemish prisons and as much transnational partners. The outcome and development of the concept and guidance tools should be turned into a best practice in close collaboration with the transnational partners. Our main goal is to import tools and coordination and management skills and structures to achieve an inclusive approach.
Planned deliverables & outcomes of TNC: An inclusive social and professional guidance concept for (ex-) offenders, especially (ex-)prisoners, with special focus on permanent growth and strengthened ownership for the final beneficiaries An extensive ‘try out’ of the developed concept and tools in both Flanders and the transnational member states A multi-organisation, multi-disciplinal management structure in with all involved workers work together in a structured and focussed way in which the development process of the (ex-) offender is the central focus. A thorough measurement on all fields ( social, mental, psychological, employment) to objectify the effects of the experiment. A concrete plan of action to implement and mainstream the results and outcome of the project to a broader context ( other partners working in different prisons and services and organisations involved with guidance of (ex-) offenders.
