„Mobi-Train“

1. The Challenge
European regions are characterised from different economical and regional development, labour-markets and living conditions in general. Many regions in Eastern Europe, as well as in new federal states of Germany, are facing the so called brain-drain.  Although of good diplomas and qualification often graduated persons cannot find a job which is according this qualification, because the economical development is very slow. A lot of SME have no own research and development departments and they are often only the workbench of bigger industrial groups of western European regions. At least the rate of entrepreneurs is much lower than in further developed European regions. The results are higher unemployment rates of younger graduated or qualified persons or a lot of them are working in jobs under the level of their qualification. Also we can consider an emigration for a longer time or for ever to the boom regions in Europe. But also in these target regions of migration these graduated and qualified persons often are working not in their profession. Reasons are intercultural problems, language problems, the acceptance of their graduates and qualification and at least a small working experience in their profession. On the other hand a lot of in the meantime better developed regions in middle Europe are facing with the problem of an empty job market for graduated and qualified younger persons. Here we can see the results of the demographic changes as well as the results of a former own brain-drain.

Objectives to be achieved: 2. The Objectives:The project Mobi-Train has the main objective to cover these regional and personal challenges by developing and piloting this transformation process with a special transnational training- and cooperation program. Mobi-Train will give unemployed graduated and qualified persons a better chance of a good job in their home area by training the intercultural competences, offering work-experience and social competence in partner-regions and new opportunities for the local economy.  Other objectives are the organisation and steering of a regional and transnational networking process of the key-players and the development of a communication, exchange and development platform.
Main transnational activities (as provisionally planned, to be confirmed with partners): 3. The activities and instruments:Mobi-Train will act in several intervention and cooperation levels. These are the regional universities, studentorganisations/Alumnis, training and furthereducation centres, chambers of commerce, entrepreneur-organisations, labour-agencies and the municipalities. With the information-, communication-, cooperation-, exchange- and development platform the different regional challenges, experiences and development objectives shall be presented, discussed and in common actions and activities transferred. The cooperation market of the different participants on the level or through over the different intervention levels shall initiate, develop and realise concrete common projects. These projects could be common training, research and development or exchange of staff or entrepreneurs or representatives of the different network partners. This cooperation market will be also the basis for common interactive training programmes for unemployed graduated and qualified persons, which are developed, piloted and realised in regular services and activities by the project-partners. This training-program will have real and virtual (E-Learning) training modules in different topics, e.g. political system, law, intercultural dialogue, languages and communication. The training program includes a coached short-, middle- or longterm trainee period in the connected enterprises or organisations. The trainee-period can follow a limited or unlimited employment. A special focus will be the creation of interregional and interdisciplinary development-teams of unemployed persons, e.g. for startups or technological transfer.
Planned deliverables & outcomes of TNC: 4. The results:Mobi-Train will reduce the unemployment rate of graduated and qualified persons in the participating regions, will increase the rate of entrepreneurship, research and development as well as mobility and cooperation through over the participating regions and at least will take an evident part of the European cohesion process.
