Problems to be solved (justification of the need of the transnational cooperation):

There are around 50 million of disabled people in EU, which is 10% of the whole population. Although diverse policies and initiatives are trying to create a barrier-free environment for diverse vulnerable groups  at European and national level, there are still not tackling issues occurring at local and regional level. Even though lot of interest is given to the vocational and social integration of disabled, often the vocational paths and sectors chosen for this integration is not corresponding with the actual needs and potential gathered in local and regional communities.

Objectives to be achieved: The main goal of NAVIGATOR project is to create unified orientation and training program within boats’ building and sailing/yachting that could be used in the whole area of Baltic area as a tool for vocational and vocational integration of disabled persons.Basing on given goal NAVIGATOR project concentrates on following objectives: strengthening collaboration between educational and vocational organizations and institutions that provide diverse training and development offers for local and regional communities, empowering actions directed towards better vocational and social integration of vulnerable groups in local and regional societies, gathering best practices, experiences and approaches used in the daily work of organizations and institutions working with or on behalf of vulnerable groups so they could be disseminated and used in different areas of Baltic Sea Region, empowering vulnerable groups (esp. mentally disabled persons) that are on the verge of social exclusion.Implementation of project goals and aims should result in: establishing and maintaining collaboration network between all partners in the project aimed at experiences and best practices’ exchange within their fields of interest; creating a special, unified for all regions actively represented in the project’ partnership, orientation and training program within boat building and sailing/yachting that will be designed especially for mentally disabled participants, but could be also used by other vulnerable groups; empowering group of mentally disabled participants in every participating region through implementing orientation and training activities within boats building and sailing/yachting; engaging local and regional society in activities connected to social inclusion of vulnerable groups; disseminating project outcomes and results to other organizations and institutions working with and on behalf of disabled persons as well as interested in usage of  sailing as tool for social inclusion.
Main transnational activities (as provisionally planned, to be confirmed with partners): Project’ activities concentrate on joint, cross-border preparation of the training program within boats’ building and sailing, designed especially for the specific needs of disabled youth, pilot test phase of the created training program with the sailing course (1st level), directed to direct participants – disabled young persons, implementation of 6 – week – long vocational placements within boat during which training boats/yachts will be built in trans-border teams of disabled participants under the supervision of the experts and trainers from every partner organization, evaluation of skills and knowledge acquired by the direct participants through trans-border regattas in selected areas of Baltic Sea region,  development of the possessed skills and competences within sailing and yachting (2nd level), evaluation of the newly acquired skills and competences within second round of regattas, wide dissemination of project results and products in the Baltic Sea area among interested institutions and organizations.
Planned deliverables & outcomes of TNC: Partnership network of the project should be maintained after its finalization; partners will be planning and implementing other initiatives within the themes connected to special education, sailing, and development skills and competences within  boats building for other potential groups of beneficiaries.Created training program will be officially used by all partnering organizations as an instrument for social integration of mentally disabled participants and other vulnerable groups on a yearly basis. Training boats, created for the purpose of the NAVIGATOR project will be further used by the partnering organizations for training of vulnerable groups, including mentally disabled persons, free of charge.Informative and didactical materials for teachers and trainers on how to implement boats building/sailing program for vulnerable groups will be free for downloading from the project’ website; printed version of the training program will be accessible in the partnering organizations of the project.Direct participants of the project that took part in the orientation program and in the sailing/yachting training will be invited to support partnering organizations during organization of similar training courses for other beneficiaries, including vulnerable  groups. They will also be encouraged to promote acquired skills and competences during project’ open days in order to rise interest of potential employers in hiring them for simple repairs and boats’ maintaining in existing ports and marinas.
