Problems to be solved (justification of the need of the transnational cooperation):

Our region is a sparsely populated rural area (pop. 10 260, 12 000 km2) with a constant population drain going back several decades. Distances are vast and public communications are limited. For people without a driving licence and a car, the possibiliteies of finding and/or accepting a job are small. There are work opportunities within the region, however, the general education levels are low and there is a difficulty matching the needs and desires of employers with the skills and training of the unemployed.

A general comptence improvement is neccessary and for stake holders involved in the project, there is an aim to improve and develop collaboration that secures efficient working methods regarding labor market and uneployment issues, as well as new ways of incorporating education and training into working life. This will in turn favour both indiviuals and the labor market as a whole when human capital grows and labor supply increases.

Objectives to be achieved: Finding and learning about new ways and methods for working with the unemployed (in terms of offering efficient and coordinated measures that bring people towards self-sufficiency); involving and finding better ways of interaction between local industry/economy, the local authorities and the education system; finding working methods that are tailored to the rural region and its challenges.
Main transnational activities (as provisionally planned, to be confirmed with partners): Exchange of information, know-how, expertise, results and good practice through study visits and correspondence/phone calls/Skype etc.
Planned deliverables & outcomes of TNC: Within the boundaries of the project, we aim to try out the methods that seem applicable to our region and our challenges and proceed through to implementation if successful. If the TNC does not result in such methods, there may still be a possibility of modifying approaches to labor market and unemployment issues in a direction that better suit us and our needs. By participating in the TNC we expect to improve our chances of reaching the goals of the project and hopefully set higher standards for future efforts in this field within our region and beyond.
