Problems to be solved (justification of the need of the transnational cooperation): Świętokrzyskie is a poor region, with an unemployment rate above average (for Poland the rate was 12,4% and for the Świętokrzyskie region 14,8%, data from Monthly information about unemployment registered in Poland in September 2012 – Central Statistical Office of Poland). Traditional ways of dealing with unemployment are not good enough. We think that the way to solve this problem in our region is to create good background for the social economy. We choose social economy because it will help in closer integration of local societies and will give a chance to reduce high rate of unemployment in Świętokrzyskie. Way of fighting with unemployment by creating an social economy entities is the main thing why we need transnational cooperation. We want to see how this type of entities are started up and work in countries with longer tradition in functioning of social economy for example: Italy, Spain, Finland, Sweden. Aim of our project is to create a method “Method of Clusters of the social economy” which will give permanent and stable conditions for social economy entities functioning and indirectly will help to develop local societies also with groups socially excluded.
Objectives to be achieved: In our Idea of project the main goal which we assume to achieve is to assure stable and predictable conditions for development and functioning of the social economy entities by creating (on the example of 7 municipalities: Bieliny, Jędrzejów, Kielce, Masłów, Mniów, Połaniec, Włoszczowa) “Method of Clusters” in local communities. Detailed objectives to be achieved in our Project are: diagnosis of development of social economy in Świętokrzyskie region, permanence in functioning of its entities, level of knowledge about social economy in the region, market niche which can be fulfilled by the social economy entities in the 7 inquired Municipalities; building attitudes which will help functioning of social economy entities in 7 municipalities – participants of the project; Increase of knowledge and competence of 84 members of the social economy clusters (74 women, 10 men) in the areas of planning, project thinking, fundraising, cooperation and social economy; At least 3 of 7 municipalities – project participants will approve for implementation long-term strategic document about social economy; Testing the Idea of industry clusters on the ground of social economy in 7 municipalities.
Main transnational activities (as provisionally planned, to be confirmed with partners): Project Partner should be a support at every stage with his knowledge and experience in the field of starting and running social economy entities and of adult learning methods in the areas like planning, project thinking, fundraising, cooperation. Transnational activities we are planning are: at least 2 study visit for the participants connected with workshops concerning areas mentioned above. The main goal of the visit’s is to see how social economy works in country with longer democratic traditions. We assume that the close transnational cooperation will be needed for the whole period of lasting of the project. It will be essential because of the experience in the field of social economy which will be needed in preparation of the Method of Clusters.
Planned deliverables & outcomes of TNC: Our expected effects are: Number of the initiatives form the area of social economy supported by the European Social Fund; Number of the strategic documents implemented by City / Municipality Council; Research reports: 7 municipality reports, 1 comparison report; Quantity of created initiatives in the field of the social economy; Number of the institutions supporting social economy, which received support from the project; Number of members of the Clusters whose increased their knowledge.
