Problems to be solved (justification of the need of the transnational cooperation):

Integrating in a new country and finding work requires more than having the desire to do so and the right qualifications.
One of the biggest problems facing migrants is the difficulty in finding all of the information needed in order to integrate successfully in their new community and the world of work. This information ranges over vastly diverse areas such as the legal system, social welfare entitlements, housing, education, health services, insurance, training opportunities, social outlets, recreation, and volunteering. These problems in accessing information are further exacerbated by second language difficulties.
Information that native citizens take for granted may not be obvious at all to people from other countries and it may also not be obvious which agencies to approach for certain things. In some countries and communities there may be migrant information services that can help but these are not present in every city and may not operate to the same standard.
Even if the information provided by the official agencies or by the migrant services in each country is adequate this information is most likely available only in the country and in face to face consultation.
To achieve greater labour force mobility within Europe and in order to provide a better means of integrating immigrants and refugees from outside the EU it is proposed to develop a standard information model for assisting migrants to get the information they need to settle in and find work in the new country.
Establishment of real or virtual European Social Integration Centres with an integrated information resource for Migrants will enable better integration in host countries, successful social inclusion; will encourage mobilities and will support more efficient access to employment for migrants.

Objectives to be achieved: To develop a standard social integration centre design and information model for people moving to take up residence and work in other European countries whether as a result of mobility programmes or as a result of emigration; To design an IT/mobile system to store, allow access to, and to disseminate the information held within; To develop a prototype of a populated information model for each of the partner countries; To develop a self-sustaining methodology for population and maintenance of the information resource; To develop a “How To” guide for setting up a social integration centre; To disseminate the model across Europe and encourage its development and uptake in all other countries; To seek to influence policy makers in the partner countries to adapt a standardised approach to information provision.
Main transnational activities (as provisionally planned, to be confirmed with partners): Gather information on the state of information provision for community and work integration in each partner country and publish a research report based on these findings; Agree an integration centre design and information model for the information to be provided to migrants for community and workforce integration; Approve the design for a system architecture to house and update the information so it can be accessed from any location via internet or mobile communication; Populate, demonstrate, and test the resulting system; Conduct large scale dissemination and exploitation activities to popularise the system and to influence higher level policy makers to implement the model and methodology as a matter of policy.
