Problems to be solved (justification of the need of the transnational cooperation):

Masovian Voivodeship is not a province with high unemployment rate (11,6%), since what is taking place there is a statistical distortion of its own kind. This is because the Capital City of Warsaw generates the country's lowest unemployment rate (4,8%), whereas the counties (poviats) adjacent to the capital city are regions oftentimes characterised by the highest unemployment rate (e.g. Radom County ca. 29,7%). Hence the great need for intervention in the areas beyond the capital city of Warsaw.
The group that is the most threatened with unemployment and professional inactivity are persons without professional qualifications and with education lower than secondary. The abovementioned situation is the result of the following:
– current education system – schools turn out alumni equipped with theory and not practical skills confirmed by proper certificates;
– qualifications become outdated and there is the inability to adjust them to the current labour market;
– limited possibilities of acquiring qualifications in the form of trainings;
– very low occupational activity of the unemployed persons dictated by the lack of skills in operating in the labour market (no upgrade of skills) as well as the lack of adequate professional career planning;
– lack of comprehensive support procedures for the unemployed persons in Poland, e.g. Job Coaching in the form of preparation of the unemployed to take up employment.
Another challenge that we would like to particularly address is the lack of the so-called soft skills in older people. The lag behind in development of the Polish society in relation to the countries of the Western Europe is significant. The democratic system was introduced in Poland only 25 years ago. People, whose knowledge and experience were mainly shaped in the past system, exhibit express lack of skills described as the soft ones: the skill of self-presentation, selecting clothing adjusted to the situation, communication skills, the ability to assess the situation empathically, the knowledge of savoir-vivre, etc.
Thus, a meaningful intervention requires a comprehensive approach. Only by including all the abovementioned problems will the expected, tangible outcomes be achieved.

Objectives to be achieved: The main purpose of the project:– strengthening the potential of entering the labour market by 80 unemployed persons from the Masovian Voivodeship area through acquiring new qualifications and competences.Specific goals:- to get to know and implement the models of working with the unemployed persons that will be implemented in the process of cooperation with the transnational partner;– to create, together with the 80 unemployed persons, their individual paths of professional development described in the Individual Action Plan for each project participant;– to acquire occupational qualifications by the 72 project participants (new qualifications or updating or upgrading the already existing ones);– to gain professional experience by the 30 participants through taking part in internships held at enterprises;– to develop, by 40 participants, the necessary competences to enter and operate in the labour market through support provided by a Job Coach;– to take up employment by 36 project participants.
Main transnational activities (as provisionally planned, to be confirmed with partners): The main objective of the partnership is to gain the necessary know-how and to make an attempt at implementing the solutions used in Sweden (Job Coaching in the form of introducing, preparing the unemployed to enter the labour market, among other things). Therefore, the following will be necessary:– to learn the methods used in Sweden;– to present the social situation in Poland;– to carry out a multi-stage brainstorming concerning the implementation of solutions used in Sweden;– to create methodological procedures that may be used in Poland;– to carry out a control test of the implementation of the procedures created in Poland;– to provide bilateral supervision of the carried out test;– to verify the model after the control test;– to create the ultimate version of the model and commence work with the unemployed persons in Poland.
Planned deliverables & outcomes of TNC: Transferring the "Job Coach-unemployed person" cooperation model from the Swedish market into the Polish one is the main objective of the project being described. Apart from that, a crucial goal will be to transfer the procedure of comprehensive support for the unemployed persons, which is nonexistent and not applied in Poland and is the essential gap of the Polish system of support for the unemployed persons. Learning and adopting the methodology of work with the unemployed persons will help to develop a new quality that will be the basis for restructuring Polish employment offices or implementing a more efficient, effective, modern and "learning" private sphere that specialises in work with the unemployed persons.
