The issue was co-identified as diverse and with different emphases. The authourities and the private sector did not take a joint and effective responsibility. The working process is not sufficiently supportive of individuals in an social exclusion, whether exclusion was due to unemployment or illness. The need for transnational cooperation stems from the belief that different countries has different solutions. The Swedish approach needs input from other systems to be optimized. We see for instance different labourmarket laws in Europe that are interesting for us to examine. And so the use of techniques such as Motivation Interviewing and Supported employment
