Problems to be solved (justification of the need of the transnational cooperation):

Although UN-Convention on the Rights of Persons with Disabilities and the European Disability Action Plan maintains claims of equality, employment conditions in Europe and the EU- memberstates for these persons are still sub-standard on the labour market. This group has a higher percentage of joblessness and discriminating working conditions. A lot of people with learning difficulties and psychological problems are placed in sheltered workshops although they have the skills and the wish to work in the primary labour market.
Business models that include people with disabilities as employees or entrepreneurs/shareholder are still an exception. Various European countries have firms and initiatives that give people with disabilities outstanding options for responsible positions in an equal employment model with appropriate salary and responsibilities.

Objectives to be achieved: The main objectives of “Job-Inclusion” are to increase the number of people with disabilities (especially with learning, so called mental disabilities or psychiatric illness) who are working in the regular job-market, to have a better European knowledge about success-criteria and support-instruments.
Main transnational activities (as provisionally planned, to be confirmed with partners): • Identification and exchange of information with local European initiatives and associations (Network-Creation)• Development of a structured interview• Visiting and interviewing users and participants in the best practice initiatives• Evaluation of interviews and special structural facts collected during the stays in the European countries• Comparison of the evaluation results with the actual conditions in the participating partner-regions • Creation of a regional and transregional Supporter-Network with Trade-Unions, Chambers of Commerce, industrial and SME organisations, Labour-Agencies, Social-authorities, Selfhelp-Organisations, Peer-Counselor, business advisor and public/private banks.• Developing a transregional guideline for the regional and national managing-authorities of the structural funds how to use these structural funds in a better and innovative way for the creation of new jobs for people with disabilities in so called social or integrative enterprises; developing as well guidelines for the other relevant public and equivalent bodies as well as chambers of commerce and enterprise-umbrellas. • Creating regional support and incubator-centre for social and integrative enterprises as well as the entrepreneurship and organizing a transnational exchange of experiences and participants.
Planned deliverables & outcomes of TNC: The expected results are: a better knowledge about the integration of people with disabilities in the regular jobmarket especially in social and integrative enterprises as well as entrepreneurs. Better regional and European instruments of the structural funds to support this approach an increasing number of social and integrative entrepreneurship especially by a real participation of the target group themselves
