Problems to be solved (justification of the need of the transnational cooperation):

The Flemish region is confronted with problems in the field of e-Inclusion.  
Youngsters are taught to use computers at school and asked to achieve a certain level of proficiency.  ICT is also being increasingly integrated in other courses so that they are expected to also do homework with the computer.  
Yet digital exclusion is still a reality in Belgium.  About 30% of families do not yet have a computer with internet.
If we want to effectively solve this problem we must find a way to provide these youngsters with the necessary material to able them to reach their full potential.
On the other hand many adults are excluded from the job marked due to lack of ICT skills.  These individuals end up in a vicious circle of exclusion.
Via Eurocities, we have come across initiatives in Milton Keynes and Rjeka which could help solve this problem.
We would like to cooperate transnationally to learn more about these local initiatives and adapt these to the Flemish reality.
We would also like to test the concept in the city of Ghent before rolling it out in Flanders.

Objectives to be achieved: -    Create meaningful work opportunities-    On the job training-    Diminish the percentage of children in Flanders without appropriate ICT material  in function of their scholarity;-    Effectively impact the e-inclusion of the next ten years;-    Enable schools to increase the ICT integration without increasing exclusion;-    Spark the innovative use of ICT by youngsters and their teachers;
Main transnational activities (as provisionally planned, to be confirmed with partners): -    Documentation exchange-    Site visites-    Projects analysis-    Development of an adapted model
Planned deliverables & outcomes of TNC: -     Consortium agreement-     Analysis of projects-     Business plan for new project with 2 fases (first focus schools, second focus citizens)-     Pilot project and evaluation report-    Joint conference and documentation to share the results with others.
