Problems to be solved (justification of the need of the transnational cooperation):

In Human Capital Operational Programme (HCOP) social economy sector is one of the key elements for socially excluded people support.  Through the realized projects the support is addressed directly to those in need but also to social economy subjects which are the major employer of this working class. It is essential for full usage of social economy subjects’ potential to provide both technical and financial support allowing socially excluded people to gain knowledge and resources to start a social enterprise. Most social economy subjects need financial support- according to Association’s research ca. 20% of social cooperatives in Greater Poland had been using the District Employment Office supplies due to lack of separate finances for social enterprises and requirements for securing the grants. Limiting the resources by State Fund of Rehabilitation for Disabled Persons and Labor Fund in 2011r. decided that only HCOP projects could support financially establishing new social cooperatives in the future, especially those started by legal entities.
Our Association actively supports social economy progress in Greater Poland; since 04.2010 to 03.2012 we have been running “Greater Poland Social Economy Center” and during this time we educated 272 people (151 women and 39 men, including 19 social enterprises) and registered 19 new social cooperatives, which makes 60% of all social cooperatives in our region. We organized 655h of workshops, 340h counseling, two Greater Poland Social Economy Forums for 149 people, cooperated with 27 local governments and 19 enterprises (CSR).
According to our knowledge the biggest problems slowing down social economy progress are:

  • registration issues
  • insufficient knowledge of registering and running social economy subjects
  • lack of knowledge and managment skills
  • ignorance of the law 
  • low resources for hiring experts in accounting, law and market investments
  • no partnerships with business sector

Counteracting all of those problems would be much easier with support of an experienced TNC Partner, which could present:    

  1.  the EU good practices during Experience Exchange Workshops, through a research among EU social cooperatives for most innovative business idea, while showing the benefits of implementing new solutions, by cooperating with business sector, explaining how to create a strong brand in local communities and how to deliver high quality services on local market (especially for enterprises specializing in nursing elder people and children)
  2. the business perspective which polish social economy model lacks; professional business plan and analysis of possibilities of adapting foreign technologies in local environments are the core milestones for EU know-how transfer to Poland;
  3. proposal for local strategy on social policy including an analysis of a few local strategies on implementing social policy and social economy in EU and Poland.
Objectives to be achieved: Maximizing effectiveness of supporting social economy subjects by implementing EU practices into polish social economy model.
Main transnational activities (as provisionally planned, to be confirmed with partners): RESEARCH among EU social cooperatives in order to select innovative business ideas, adjusted to mentally and physically disabled people work abilities, which could be adapted in Poland. Research among at least 1000 social cooperatives from EU, selection of 100 most innovative and running in-depth study, eventually 10 most promising business models would be the centrepiece of Experience Exchange Workshops (EEW). Reports after acceptance will be delivered to local governments and NGOs in Greater Poland region and will be the starting point for the project EXPERIANCE EXCHANGE WORKSHOPS presenting to 24 local governments’ representatives the EU solutions in social economy, organising meetings with experts and practicians who will point the possibilities and risks of implementing innovative ideas based on their own experiences. The results of presented cases will be published in the proposal for local strategy on implementing social policy and social economy. The budget is set for 2 exchanges for 25 people and for 5 days), first exchange should be due within 11.2012-03.2013, the second one between 09.2013-12.2013. KNOW-HOW TRANSFER gaining essential knowledge for social cooperative to sustain on open market; after receiving the data from the research, EU experts will select 10 most innovative business profiles out of which finally they will prepare 3 projects of innovative business ideas along with estimated budget regarding the chosen company profile and its product, the investment and production costs as well as the minimal period of the investment return. There will be 3 trips organized for max 5 people to observe the work in the chosen social enterprises and master new abilities so that it will allow testing in reality the best EU solutions in Poland. The final version of know how transfer will be available for chosen 50 social economy subjects and local governments from Greater Poland region. LOCAL STRATEGY FOR IMPLEMENTING SOCIAL POLICY AND SOCIAL ECONOMY ANALYSIS; transfer of good practices in EU to Poland (summary report after Experience Exchange Workshops), consulting the role model strategies in EU (2 meetings at least), discussion and suggesting changes, finished version of the strategy by 03.2014.
Planned deliverables & outcomes of TNC:   2 Experience Exchange Workshops in TNC Partner’s country of origin;  3 innovative business profiles projects; 4 research reports; desk research report 09.2012, actual research 10.2012-02.2013; part report 01.2013, final benchmarking report 04.2013; 1 proposal for new strategy for social policy and social economy.
